so suppose someone got an offer with scholarship from a decent school and accepts it. But a couple of weeks later this person gets another offer from a school he really likes. Is it possible to still decline the first schools offer and what consequences could this have?

I am pretty certain you can, but it seems a little strange you got in this position given the time allowed and that you were waiting on other decisions. Your relationship with the first school will be well and truly ended, obviously.

Of course it is possible to decline. At the end of the day this is your life and career. If you dream school comes along a few weeks after you accepted a different school, politely call/email that school and explain. You certainly won't be the first and they will simply go to the next name on their list. No hard feelings.
