Hello:

If you withdraw your app, do you get your application fee back? :P

If not, why do people withdraw then?

As title says, I admit this may be stupid. :oops:

No refunds.

There is no point in holding on to a spot that you're not going to take. It might help someone else get that spot if you withdraw.

usually when they receive an admit or $$$ from their top school, people will withdraw their apps from their 'safety' schools since they know they would not attend even if they were to get in.

Precisely. Withdrawing helps those on the WL and should be done professionally and immediately.
