it is essentially same. as per principle of PEMDAS. either of these operation can be applied first.

Answer is Both.


8^(2/3 ) = (2 ^ 3)^(2/3) = 2 ^2 = 4

cube root of 8^2 = this can be re - written as (8 ^2)^(1/3) = 8 ^(2/) which same as above.

(Cube root of 8 )^2 = this can be re - written as( 8^(1/3))^2 =2^2 =4 again same.
