Premise: Rainfall was heavier in the month of June than rainfall in June in the previous years.
Conclusion: But somehow the shortage of water was more sever than earlier and hence the officials proposed restrictions.

There is definitely a gap between premise and conclusion, and the gap can be filled by providing some premise.

Upon pre-thinking, these can be the possible reasons:
1. There was a LOT of rain in the first week of June surpassing all the records but then there was no rain at all in the whole month of June which caused such situation
2. The amount of rain was not that enough that water can be stored. Because it might be the case that there was no rain in preceding months. (even though it surpassed last year's record but there was no drought last year)

Furthermore, it doesn't relate the amount of rain happened in June.

In my opinion, C should be the answer.
