(A) is wrong because such history information is irrelevant to explain the cause of the paradox.

(B) is wrong because such info (less watering of lawn) is not useful at all to explain why the paradox happens

(C) is CORRECT ANSWER since it satisfactorily explains the cause of the paradox. People tend to use greater amount of water when rainfall seemed plentiful in June.

(D) is wrong because such info cannot explain why the paradox occurs. It only tells us what always happens during normal drought, not anything special about heavy rainfall in recent June.

(E) is wrong because such history information is irrelevant to explain the cause of the paradox.

There is a paradox here. Even though there was more rain in June, there still is a water shortage in July. We are looking for an answer choice which tells us, that inspite of more rain there is a water shortage (either water is used up, or water could not be stored, or water was unusually toxic so could not be used.. etc.)


(A) Moderate restrictions on the industrial use of water had gone into effect in the metropolitan area several months earlier.
This tells us that restrictions on water usage were in place. But it does not tie up the paradox. Out.

(B) Because of the heavier rainfall, people watered their lawns much less in June that they usually do in the metropolitan area during that month.
In this case if they used less water, it should solve the water shortage. This works in opposite to solve the paradox. Out.

(C) People in the metropolitan area who had voluntarily reduced their use of water in earlier months when officials voice alarm used greater than normal amounts of water when rainfall seemed plentiful in June.
Ok, this choice tells us that people started using more water after heavy rains of June, therefore this choice proves why there is shortage of water in July. Keep this in.

(D) During the drought most residents of the metropolitan area had been informed about water conservation methods that would help them to reduce their water consumption significantly with a minimal reduction in their standard of living.
If the residents follow the instructions, this works in opposite to prove the paradox. Out.

(E) The per capita rate of the use of water in the metropolitan area was slightly lower in June that in each of the three previous months and significantly lower that in June of the previous year.
These are facts but does not help to solve the paradox. We do not know the amount of rainfall in previous year, so cannot really use this information in this case. Out
