Great questions! To answer your main question - YES, re-apply to the same schools that you did last year and do not compromise your list. It is also better not to wait for a few years or allow a major lengthy gap between the time you first applied and the time you re-apply. You definitely want to re-apply this year if last year was your most recent attempt.
Keep in mind that programs like and view re-applicants favorably. When you re-apply to programs, you send out two powerful messages:
1) Your passion for the specific program despite other admission offers you may have received from other (potential) programs last year
2) Your persistency to take on a challenging task of re-applying again
