Reading comprehension strategy [#permalink]

Would this make sense for a strategy in reading comprehension?
1) read the first few sentences
2) read all the questions
3) read all the text and answer questions

I was thinking the first step would set context, the second provide important points not to miss. I was wondering if that strategy would work better or worse?
