My two previous managers rank me in top 1% of the department.
And my current manager ranks me in top 10% because hehas just known me for 1 year.. Is this a sign of a definite reject.. I am contemplating not asking my current manager because the previous two managers gave me better recommendations and a lot more examples of myy personality in the reccomendations.

What should I do? Any ideas?
Can I negotiate with my current manager to rank me highly?

Have you asked him? How do you know he's ranking you 10%?
