E) As a reflection of the interest in the preservation of historical buildings that the community had
it lays more stress on the reflection, but the main word is" interest",,,,,
this ambiguity is removed properly in C

Reflecting the community having an interest in the preservation of historical buildings,
the council allocated seven thousand dollars for the restoration of the courthouse.

(A) Reflecting the community having an interest in the preservation of historical buildings
-participle 'having' is not appropriate here. suggests the commmunity still ahve the interest currently, even after the allocated funds for restoration work

(B) Reflecting the interest in preserving historical buildings that the community had
- 'the community had' should come earlier

(C) Reflecting the interest of the community in preserving historical buildings
- I'll go with this one. The council reflecting the interest of the community sounds right to me.

(D) As a reflection of the community having -interest in preserving historical buildings
- 'having' is wrong

(E) As a reflection of the interest in the preservation of historical buildings that the community had
- appears to suggest that preservation will be limited to only historical buidlings in the possesion of the community

C it is.

(C) Reflecting the interest of the community in preserving historical buildings
(D) As a reflection of the community having -interest in preserving historical buildings
(E) As a reflection of the interest in the preservation of historical buildings that the community had

c it is,,,, the second part of the sentence uses an active voice, so the first part also needs to work in the same!!! E does not satisfy it!

Both B and E have flaw that they are using "had" but the interest still exists.

interest in preserving historical buildings that the community had.

I'll pick C.
