Did the Quakers Suggest THE Penitentiary? Or they suggested that the Penal System be reformed as Penitentiary.. See the diff?

But OA is C..I don't why..can some one explain here..

I can see why C is correct. The Quakers have suggested something, "a reform", and the penitentiary is a "reform of" the penal system.

If this is a subjunctive I think there is a rule with X of ......

Just replace penitentiaries by it's simpler meaning: prison or detention, and then see how C or D sounds.

C) Quakers suggested detention as a reform of the penal system
(D) Quakers suggested that the penal system be reformed as detention

C certainly sounds right, but not D

C's meaning is indeed better than D's.

C suggest... as... is the first time I've seen this.

i think this question is critical because it teaches us not to jump straight to an answer because we know the idiom/concept/rule....

the answer must fit the context of the sentence.

I couldn't agree more. I was torn between C and D and chose D for that reason. :?

I had a feeling that D might be wrong because of the meaning of the sentence but I didn't knew the meaning of penitentiaries so went with D.
C is definitely right and is the OA.

I chose C over D because D looked passive to me . Is D passive?
