Reporting on a civil war, a journalist encountered evidence that refugees were starving because the government would not permit food shipments to a rebel-held area. Government censors deleted all mention of the government’s role in the starvation from the journalist’s report which had not implicated either nature or the rebels in the starvation. The journalist concluded that it was ethically permissible to file the censored report because the journalist’s news agency would precede it with the notice “Cleared by government censors.â€

Conclusion:

Jounralist believes it is ethically permissible to file the cesored report as long as the news agency precede that report with the notice "Cleared by government censors"

(A) It is ethical in general to report known facts but unethical to do so while omitting other known facts if the omitted facts would substantially alter an impression of a person or institution that would be congruent with the reported facts.
- Not important.

(B) In a situation of conflict, it is ethical to report known facts and unethical to fail to report known facts that would tend to exonerate one party to the conflict.
- Attacks the censorship. Out.

(C) In a situation of censorship, it is unethical make any report if the government represented by the censor deletes from the report material unfavorable to that government.
- Weakens the journalist's conclusion.

(D) It is ethical in general to report known facts but unethical to make a report in a situation of censorship if relevant facts have been deleted by the censor unless the recipient of the report is warned that censorship existed.
- Choice (D) supports the journalist's conclusion. The jounralist believes it ethical to report known facts (starvation) but unethical to make a report in a situation of censorship if relevant facts have been deleted by the censor (which is what has been done to the jornalist's report) unless the recipient of the report is warned that censorship existed (By the notice 'cleared by government censors')

(E) Although it is ethical in general to report known facts, it is unethical to make a report from which a censor has deleted relevant facts, unless the recipient of the report is warned that there was censorship and the reported facts do not by themselves give a misleading impression.
- (E) is similar to (D) except for the last part - "and the reported facts do not by themselves give a misleading impression.". We can't infer this last part of the sentence from the passage.

Hello, could you tell me what does 'file the censored report' in the pasage mean? means to report or not report?

Besides, what does choice D mean? Could you explain more?

Hi Chunjuwu,

'File the censored report' means putting the censored form of the report into print.

(D) says "It is ethical in general to report known facts but unethical to make a report in a situation of censorship if relevant facts have been deleted by the censor unless the recipient of the report is warned that censorship existed."

Essentially, what (D) means is:

- it is ethical to report know facts
- it is not ethical to report known facts in a situation of censorship if relevant facts have been deleted by censor
- However, it is ethical to report the known facts even with censorship as long as recipient of the report (that is, the readers of the journals which the report appears in) knows that the report has gone through some form of censorship.

This ties in well with the journalist's thinking.
He decides it's ethical to file the censored report (ethical to put a censored report into print) as long as the notice 'cleared by government censors' is included with the report (the goal of this notice is to inform recipiens of the report about the censor)
