Thanks for posting, and for sharing such detailed analysis and planning/thoughtfulness regarding your steps and next strategy; it definitely sounds as though you are determined which is a plus.
It's tough to do a thorough analysis of why you struggled this year without access to your application, essays, recommendations, etc. Just based on what I've read here, the following thoughts come to mind...
-without seeing them at all, I question how well your essays showed your 'story' of who you are, what you'll bring to the class, why you want the degree, what you'll do with it, and why THAT particular school is right for you. (I say this because, all other things considered, IF you had done a strong job on the above, I think it's fairly likely you would have gotten more interview invites).
-at face value your goals do sound fairly un-related to your work experience to now, and that can be difficult to overcome sometimes
-you do have fewer than average years of work experience (though not insurmountable at all)
-your GPA IS lower than average at the schools you applied to
-wondering about the quality of your recommendations as well
-if you applied to all 6 schools in one round, wonder if you were able to give the absolute best effort/quality to all as that can be a lot (i.e. if you think about it, EACH app should look like it's the ONLY one you submit, since to that school it IS
... but can be difficult when juggling a large # of apps in a short timeframe)
I think your school list sounds fairly reasonable for this time around. Keep in mind that to all schools where you are RE-applying... they will be very focused on WHAT HAS CHANGED since the last app, so be sure to really focus on that!! And I'd maybe re-think or think more about your goals and explanation of your career plan as that can make an impact.
