Yes it should be C
In a series of two or more elements, what u put on #2 determines on the remaining elements..
Ex:I like to swim,to run and to dance.
I like to swim,run and dance
are correct.

Yes. Between A & C, A has can, which is a modal verb that changes the certainty of the stem. This is against what GMAT rules, so C is correct.

Would go with C. only one can is enough - no need to repeat the word
X can do a, b, c and d
