Each team of business students are responsible for creating a marketable business plan.

A. same as above.
B. are responsible to create a marketable business plan.
C. is responsible for creating a business plan that is able to be marketed.
D. is responsible for creating a marketable business plan.
E. is responsible to create a marketable business plan.

I am down with D and E. Now, which is the correct idiom? Responsible to or responsible for. Please explain the concept behind it.

D without a doubt. People are usually responsible for things. It's good that you were drawn to those two, but it looks like C is also grammatically correct, so you want to realize that. Compare the meanings of C & D. Okay, they're the same, which is also the same as A. Which is more efficient? D.

It would be (D) "responsible for" creating....
He has the "responsibility" TO create a marketable business plan...so the "TO" can follow the noun form of responsible. But responsible itself should be "responsible for" something.
