C for me. Even though "being" is usually a red flag, in this case I feel that it is the correct usage.

All other choices sound horrible.

Totally agree - although I constantly watch out for 'being' traps- in 'C' the usage does seem correct.

not quite sure, but will go with C

(A) there was denunciation and exile
Not concise and acurate ?

(B) he was to be denounced with exile
Not sure "to be" here

(C) being denounced and exiled

(D) denunciation and his exile
maybe "his denunciation and exile" will be better ?

(E) being exiled, having been denounced
