(B) he was to be denounced with exile

It is hard for me to pick C because of 'being'.

C too. Tianmu, what was your problem with 'being' ? See if we can help you here.

I like to ask something too. If B was changed to this form:

he was to be denounced and exiled, would it be better than C?

Now I can eliminate A, B, and D of the original question, because of the rule that verb is superior to noun. Then pick C, becuase E is wordy.
But, I am not sure about your changed question. Still C is better than the changed B?
