Rising interest rates- verb are;
to determine is the correct idiom; hence E

We need "are" because "rates" is plural.
D is wrong because of "that is", which is singular.

"rates" is plural form, so the verb should be "are"

Why rising is not the subject ,because it is ultimately "rising "of the rates has deterred the plan not the mere rates ,hence a singular verb?
