IMO above given reason are more than sufficient to eliminate that answer.

I am not getting offended ...its always helpful if you put up your thoughts and share your knowledge...overall noone is perfect.

plus i agree with your preparation strategy .

moreover there was a similar question in OG 13...if possible just go through that also...will suggest you to read the OG explanation also(i found it helpful).

We need "are" because "rates" is plural.
D is wrong because of "that is", which is singular.

Why rising is not the subject ,because it is ultimately "rising "of the rates has deterred the plan not the mere rates ,hence a singular verb?
