Sim is responding, but not directly, as E correctly suggest. I was tempted by D as well. However, Rotelle's statement is NOT self- contradictory. Let us know the OA Sims does which one of the following?
(A) demonstrates that Rotelle’s claim is incorrect (B) avoids mentioning the issue of age (C) proposes a way to decide which issues are important (D) shows that Rotelle’s statement is self-contradictory (E) fails to respond directly to Rotelle’s claim

Answer E.
Sim is trying to evade Rotelle’s claim and don't want to make this to be a hot topic in the campaign.
Thus answer E.

I think it's D.
Sims points out that Rotelle is trying to make age an issue, and as he is youthful and inexperienced, it shows that his comment is self-contradictory.
What's the OA, and where is this question from? Thx

Sims does which one of the following?
(A) demonstrates that Rotelle’s claim is incorrect
Sims doesn't say what Rotelle is saying is incorrect, but only says that Rotelle is too inexperienced (and young) to understand the issues involved. Out
(B) avoids mentioning the issue of age
Obviously wrong. He does mention age
(C) proposes a way to decide which issues are important
He doesn't talk about which issues are important at all
(D) shows that Rotelle’s statement is self-contradictory
It does appear that this could be right if you look cursorily. However, Sims doesn't imply there's self contradiction - sims only doesn't respond directly to Rotelle.
(E) fails to respond directly to Rotelle’s claim
Right ... Sims does not address why age and experience is necessary to address the problems cited by Rotelle. Sims only says Rotelle is inexperienced to understand.

Rot is making the "old age" to be the issue. Not just age. D is not true here.
