(B) Those at least as old as Sims are the only people who cannot effectively address the difficult issues facing the country.

(C) Some young people can effectively address the difficult issues facing the country.

I concur with D
A) all we know is Sims is too old to do so. What if Alex is also old but he is just perfectly good at it?

From the stimulus, we only know sims is too old to do it, but we do not know how old sims is. So if sim is 72, and john is 50, he might be old but still good enough to handle the issues.

So (D) is better.
