Low by what standards? By GMAC standards a sub-600 GMAT is still average, but if you're talking Rotman then yes it's low. As previously mentioned though, the range for GMAT scores at Rotman has a low-end of around 580, so it's not impossible for sub-600s to get in. Though, again as mentioned previously, these applicants are probably all-stars everywhere in their application: long and productive employment at a top firm, with great recommendations there, stellar essays, etc. Rotman touts that its application assessments are holistic in nature, and I believe it's true: so your GMAT is just worth one-sixth of your application, the other sixths being your undergraduate transcript (graduate doesn't count at Rotman), admissions interview, essays, recommendations, and work experience. Stand out in any other component and you might have a chance with a low GMAT.
But, why would you? The GMAT is something you can control at this point, compared to four of the other five parts; meaning your score is dependent on what you do now. Also, keep in mind that Rotman's strength is in finance and consulting. For these two industries, especially in consulting, you would need a 700+ GMAT to even be considered for an interview (though there are exceptions). So if your target is either of these two industries, I'd recommend rewriting the GMAT...
