There are many reasons why people do not like to apply in round 3 - few spots left, little scholarship money etc (as BB pointed out above).
There are even more reasons why international candidates are discouraged from applying in round 3 - often, after the result of round 3, there isn't enough time left to get the visa process completed on time. The schools don't want the last minute rush and hence they avoid entertaining international applicants.
That said, you should get in touch with the schools you are considering - if they are fine with considering your application in round 3, then there are some merits to applying in round 3 this year compared with applying in round 1 next year. This post discusses those merits:
