I don't think that the 'parallelism' in C is correct..
"...propose to combat..., suggest the reduction..., and call for..."
It look like "... verb+verb....., verb+noun,.... and verb.."
I would prefer the structure of E, although it doesn't sound very well either...
In E you have something like this: "...propose to combat..., suggest reducing...., and are calling...".
What do you think?
