Yes, some collective nouns always take the plural form. Others can take either - depending on usage.

But cattle happens to only take the plural form.

"Cattle are...."

Poultry - on the other hand - can take either singular or plural.

"Poultry is a category of food in a restaurant menu."
"Poultry are difficult for farmers to manage"

Note these subtleties, while interesting, are not important for GMAT questions. Focus on other more important things.
