the correct one should start with "that". This leaves C, D and E.
C and E are wrong because of usage of "is".

can you please explain that?

"Researchers agreed that ...... but that" doesn't sound correct to me.

:Precede with" is the right usage, not "precede by".

http://dictionary.reference.com/browse/precede

Ankita, now abt your query, "that" is right because it will make the whole sentence complete. There are two parallel phrases.

The researchers agreed "that ...." but "that....."

C for me; paralel "..agreed that... but that.."

A/B- "...agreed that... but that... ", so B and A are out
D-changes the meaning of the original sentence; "to determine whether" should be the correct form in this sentence (there is a level of uncertainty in the original sentence)
E- "for determining" is wrong; "than is" is also wrong

Guys,

Thank you all for your explanations.

I see that debate over the OA on this SC is heating up.

Unfortunately, I just have the referenced (not official) key for this SC: B. However, B is wrong at least because of the missing “thatâ€

i go with C

in D,

the formation - 'that more research ... to determine that' is not correct.

the researchers are trying to choose between A and B

they are trying to determine whether A is better , hence use of 'that' is not appropriate and wrong.

Also, the tense 'is' is appropriate in this context .. to find out whether a method 'is' better .. not 'was' better.
