In C passage in 1999 does not sound correct !!!we are seperating verb and noun !!!not suggested

Will go with (C).

The proliferation of cyber-squatters, led to passing sounds awkward in (A).
"they" in (B) might refer to cyber-squatters or the companies.
In D and E -the passage of the act rather than act should be used.

proliferation led to the passage of the act...and not the act.
hence, 'D' and 'E' are out.
we need a past participle here..so passage is correct.
among B & C.."they" in B is ambiguous and makes it wordy.

i go with C as well.

dont u think the passage in 1999 of AC act is wrong ?this does not make sense ,again in B they refers to companies clearly !!

even A is better than C ,but passsing sounds bad !!

i find C awkward clearly ?can u explain a bit on this?

I will go with C too

D and E were ruled out in the first place

A is improper (led to passing the act vs led to passage of the act)

Between B and C, C has correct usage (intent of selling....)
