A or E. A implies none of the proceedings were live. So even people in moscow could not have seen it.

Therefore E.

I will stay with A

E changes the meaning IMO saying not all proceedings were held in Moscow. Think about the placement of NOT... A and E have 2 different meanings. A says all proceedings were not carried live vs. E, which says that not all proceedings were carried live in Moscow... see the difference?

Although shows the contrast that audience weren't exposed to the proceedings, yet had a great deal of coverage. A wins.

I can see how E can be correct saying some were live in Moscow, yet Soviets overall had a great coverage

A is just the opposite -> no live coverage but Soviets had a great deal of coverage...

I guess E is stronger... though not 100% convinced

I'm not sure what A means actually...'all the proceedings were not carried live' if we cannot say that each and every one of the proceedings were carried live should'nt we say 'not all the proceedings were carried live' ? could you please explain the difference ?

Although I initially picked 'A' but I snuck a peek at the existing responses which convinced me to change to 'E' :-D
