A- not parallel: "..to ensure THAT PATIENTS... and [that] AN INDEPENDENT..."; in addition, the verb tense (must be warned?) is not correct for something done in the past with effects in the future (e.g. "Mr Jones PREDICTED in the year 2003 that Ethiopia WOULD dissapear")

B- the verb tense is incorrect; we also need an aux verb before 'evaluate'
C- the verb tense is incorrect; we also need an aux verb before 'evaluate'
D- no parallelism "that patients WILL...and that X WOULD.."

E- note the following: parallelism; verb tense
