E seems the best.

The comparison is between two time periods in which Halley's comet caused worldwide sensation.

Hence, "did" in option A and D and "had" in option B are not required.

Option C changes the meaning.

Rewrite the setence
Halley 's comet did cause ( caused) such a worlwide sensation in no other historical sighting as in its return of 1910-1911

I thought as is used for comparing actions so the second part must also include action.Also which is better?
