Legislation in the Canadian province of Ontario requires of both public and private employers that pay be the same for jobs historically held by women as for jobs requiring comparable skill that are usually held by men.

(A) that pay be the same for jobs historically held by women as for jobs requiring comparable skill that are
(B) that pay for jobs historically held by women should be the same as for a job requiring comparable skills
(C) to pay the same in jobs historically held by women as in jobs of comparable skill that are
(D) to pay the same regardless of whether a job was historically held by women or is one demanding comparable skills
(E) to pay as much for jobs historically held by women as for a job demanding comparable skills

I'm going w/A.

Subjunctive case so C, D and E are out. B/W A and B - A is parallel, B is not

Legislation in the Canadian province of Ontario requires of both public and private employers that pay be the same for jobs historically held by women as for jobs requiring comparable skill that are usually held by men.

Alternatively, you can remove the modifiers and narrow the choices down to A and B:

Legislation in the Canadian province of Ontario requires of both public and private employers that VS.
Legislation in the Canadian province of Ontario requires of both public and private employers to

C seems to be correct over here...

The government requires of both...so the government is asking to do something...thus the use of that is incorrect...

I remember this from Kaplan. When using "order" words like
[ require - request - order - ask .. etc ]

the rule of thumb is : [order word] + "that" + subject + "be"

Here only answer choice A uses it correctly

that pay be the same for jobs historically held by women as for jobs requiring comparable skill that are

[ order word ] : requires
the word that should appear next, so cross out choices C,D, and E
subject : pay
only choice A uses the verb "be"

Between A and C, A seems fine.

In "C" the meaning is not very clear.
