I'd go with C. The verb and pronoun needs to agree with communities, not Trenton.

...is one of the large number of communities *that*....

'that' sets a restrictive modifier, i.e. the underlined part must begin with 'are' . So we are down to c, d and e, but other than (c) other two have other subject very agreements introduced.

This is bull shit. I thought it was B too. It should be B according to Manhattan SC. "One of the last communities" should be singular. Isn't it ??

"that" modifies "communities", hence the verb should be plural.

Can smb clarify which one is correct:

A list of marbles that is ..... or
A list of marbles that are .....

if we are not taking into account meaning.

"C" should be the answer. "A" is wordy for it's usage of " as a way for it to improve!" and also communities is plural and requires the plural form of the "to be " verb, which should be "are" and not "is".

Sub-verb agreement is incorrect in B.

NJ is one of X.
NJ is.. one of a large number of communities that are looking to use their waterfronts.

Here X itself is another clause.

Sub =a large number of communities = A number of... (always plural)
verb = are
their = should refer to "a large number of communities"

C is the best.

What is OA.

That refers to Marbles. so it is "A list of marbles that are .....".
