more varied account services can't be compared with thrift institutions.. Don't think A fits the bill.

D -> more X than Y is the correct idiom

Between B and E, go with E
E completed means that

Although I didn't think 2nd could was necessary.. This is according to PR.

Does anyone know if GMAT would want a 2nd could or if it should be assumed?

B should be read as :

banks could offer more varied account services than thrift institutions COULD

without the COULD the statement would wrongly end up comparing: account services and thrify institutions.
