"Suggest the reduction of prices" is wrong. "Suggest the reduction in prices" or "suggest reducing prices" is correct.
A has paralellism problem. So E stands out.

I came close to choosing C. If C is wrong I would like to know the reason for ousting it.

E should be right because of (1)parrallellism and (2)you cannot suggest the reduction of something. However, you can suggest reducing something. C is wrong because it uses the wrong idiom.
You cannot suggest X for decreasing Y.
However, you can suggest X in order to decrease Y

The OA is E.

Could anybody explain why is this parallel: "some propose", "others suggest" and "others are calling" ??? :?

The OA says that C is wrong only because "for decreasing" is not idiomatic. (I hate it when this happens)

I believe that the answer would have been better by completing the parallellism in the third clause with and still others call for the prosecution... However, given that B,C and D are fraught with idiom errors and A has a clear parallelism error, E, by POE, should be the best answer. Some propose ... others suggest are parallel and the third clause should be only residual in your decision to pick E as the best answer.
