We can eliminate A, B,C because we use which to modify the word before the comma, and in this case it's rises and not price. In E, "making alcohol..." and not " an attractive substitutions " as in D, an explanation why prices of bread and livestock will go up.

only alcohol (distilled) can be a substitute not its processes. So only E can be correct.
