SC - Price of Oil - industrialized nations [#permalink]

The expected rise in the price of oil could be a serious impact to industrialized nations and severely diminish the possibility to have an economy free of inflation.
(A) be a serious impact to industrialized nations and severely diminish the possibility to have
(B) seriously impact on industrialized nations and severely impede the possibility to have
(C) seriously impact on industrialized nations and severely impede the possibility of having
(D) have a serious impact on industrialized nations and severely impede the possibility to have
(E) have a serious impact on industrialized nations and severely diminish the possibility of having
I am confused whether 'rise' here is singular or plural.. and eventually whether to use have ??? PLease suggest..

At first look I chose E because we are talking about something that may happen in the future, its not certain. "To have" is the present tense. But the word "have is plural" and "The expected rise" is singular.
So I picked C because the structure matches along with subject verb agreements.

I believe 'rise' is singular here and is the answer E?
I eliminated B and C because "seriously impact on" is incorrect and between A, D, and E I preferred "of having" (possibility of X) over the infinitive "to have"
so E is left

I dunno btwn D or E. I think its ok to use have in this context b/c could precedes have. Although i am not 100% sure about this question, but its correct to say this:
"He could have done his homework yesterday."
U dont say "He could has done his homework yesterday..."
This has something to do with hypothetical situations i.e. subjuntive and the "if-then" clauses.
Also notice we could have (used it here =) ) had "would" in place of could.
"Would" would also require "have."
D is a bit awkward with to have an economy, so I say
E

(B) 'possibility to have an economy free of inflation' is wrong
(C) 'seriously impact on industrialized nations' is wrong
(D) 'possibility to have an economy free of inflation' is wrong
E seems good.

First, I picked C for ||ism seriously impact.. and severly impede...
But after reading other posts "seriously impact on..." seems erroneous.

Ok, it is E, heres why  seriously impact: seriously is an adverb, and adverbs modify verbs, usually the verb that is before or after it. Now impact here is not a verb its a noun (thing). Impact can only serve as a verb if you are using in terms of smashing something, collisions, etc.

This is how I solved it.
There were three major issues.
1. impact to/on
2. impede vs diminish
3. possibility to/of
I was 90% sure the impede wasn't right with the possibility. So eliminated B, C, and D. "Serious impact to industrialized ..." didn't sound right.
So I choose E.
Can someone explain when to use the present participle as in E.

impact on is correct idiom so eliminate A
serious impact on is correct and not seriously impact on, eliminate b and c
between d and e, of having sounds better.
