B & D looks contender.But lets rule out other options for correct reasons.
2. Consider X Y Vs Consider X to be Y.

they should act immediately to prevent further economic damages being suffered by the client [they who lawyers. Not the intended meaning.l]
• the judge act immediately in order to prevent them from suffering economic damages further [them -> lawyers. Not the intended meaning.]
