D

I think 'california has seen' looks appropriate as the decline happenned over a decade.

E is not grammatically correct.

a drop more than is the clue in the question !!!
hence D is the answer
A,B are eliminated since per capit foillwed by decade is wrong ,a droip more than is required
E and C are also eliminated for the same purpose

(A), (B) and (C) have modifier issue.
" A decade after initiating...." - We need california here.
Between D and E, D clearly tells about the "drop" which is more than twice........
