'digging' is required to be || with 'installing'. Eliminate everything but C.

I vote for E. Would it not be "that" instead of "to", because it is a continuation of "proposed installing pumps,.......that.........

I think it should be D. Relative pronoun that explains what the pumps will do as per the proposition. And since it is a proposition...proposed that trenches be dug....subjunctive...

Proposed what? Install pumps to lower ground water level, but installing pumps by themselves don't dig trenches, so, proposed pumps to lower underground water level, and proposed trenches be dug...I think it should be D.

Or, it should be B, for the sake of parallelism. to lower underground water levels and to dig trenches around the bases.

Parallelism. Installing and digging trenches makes sense to me.
Is (C) the correct answer?

it is convincing but eGMAT says that use of word of word 'Propose' must come with 'that' and 'be' construction-- Subjunctive verb form -
It should be ---- that the UG water b3e lowered and that the trenches be dug.

So is the correct answer wrong as per GMAT format, if I follow eGMAT precisely (for other SC questions in future?)
