Scientists are not based on the growth rates. They estimate on the basis of growth rates.

why don't you say "on the basis of" modifies scientists too?
why does it modify "estimate"?

A is wrong because Scientists are not based on anything...

Tough one but saying B. "Based on" isn't correct because it modifies scientists...

"Examinations" follows and, therefore the other word "basis" should be parallel to examinations.

Based is parallel to examined, not examinations. That's Y B is correct..
