Answer is B.
Important to know who is the costing and losing the money in this question. The answer is the "Americans". Americans is plural so you need a plural verb "Cost". Rule out D. In C, so as to cost and lost is not parallel. In E, which does not refer to year but the millions of Americans. In A, they seems to refer to the workdays.
