Agree with D here
A) sounds as if the ducks may be the lowest figure on record
B) same problem as A
C) how can the ducks be reduced?
E) misplaced modifier. It sounds as if it is "this fall" which may be the lowest figure on record

A,B wrong
C: ducks are not going to reduce ... it's the number of ducks that will fall
E: which is misplaced modifier as it refers to fall.

not much reasoning, but D sounded right.

this is a bad habit, I guess. I frequently skip other answer choices once one 'special' hits the mind. Probably the gut feeling, which I try not to use :)
