A pattern of accident - Singular noun - hence singular verb
(D) changes the meaning
As per this choice
has marked the service of the new plant and maintaining of the new plant
(E) is the best choice.

Agree with E
D is wrong because of parallelism. We need two nouns. "servicing" being first and "maintenance" would be second. "maintaining" is NOT a noun, it is a verb

first, got B, then read the explanations. didn't quite notice 'have', I just got stuck by 'servicing of' and 'maintenance of'.
