I assume that this question is directed towards me. I know that you said "someone", but since this is in the "Paul" forum, I should take a stab at answering.
There is a fairly easy way to determine the one year programs that you should apply to – take a look at the acceptance rates across the board. In my experience, IESE, Oxford and Cambridge have been slightly more agreeable to excepting applicants with lower GMAT scores. However, this was only because the applicants had extremely compelling work experience. I know that you have been promoted, early and often, but you need to place that into a compelling story – a story that demonstrates the characteristics the schools desire. In particular, IESE looks for applicants that can demonstrate the "touchy Feely" aspect at the job and in their personal life.
Long story, short - concentrate your search within the EU. They have a plethora of one year programs, international relevenance, and him and are a lot more forgiving with respect to GMAT scores.
