(B) because of the allocation of extra federal funds that make each school unique

(C) because each school is made unique by allocating it extra federal funds

(D) extra federal funds were allocated in order to make each school unique(A)

(E) extra federal funds were allocated for making each school unique

i think A is the best in terms of parallelism, but isn't "because" a bit redundant?

yes, A is quite clear but i was considering E too.
If you pick A, you have almost 3 "because".... not sure if this the
because parents and teachers ...
because extra federal funds were allocated to make each school unique
because the federal judge .....

Choice E, does not seem to modify anything....
So finally, Its A for me !!
