A it is for sure.

'by' suggests the sentence is in passive voice hence 'have been shifted............. by '
the plates have been shifted BY THE earthquake,therefore A.

Requires a present perfect continous... "Have Been"
and hence it is A.

but why co you choose "the extent to which", rather than "extent that" ?

Extent to is the correct idiom, extent of and extent that are incorrect.

If this is the case (Bold part above), then shouldn't we be using "have been shifting"???

I think BG is right on target. B) is wrong cause tectonic plates can not move by themselves.

BTW OA is A.

I think its A

i agree with ps_dahiya, 'have been' is needed because, as mentioned before, the plates are being shifted by earthquakes, they are not sifting themselves.. i dont think 'have been' is needed here because of the explanation given by el torro.
