I would choose B

have been found to have - is needed
C & E - increasing difficulty is wrong
D - had been - is not required

I go with B.
It should have "Have been" since it is continuing.
So between b and e.
E says the difficulties are increasing...
So B wins..

C ---- increasing is incorrect

Cannot be in past tense since the people with that condition should still exist. Eliminate:
a) were found to have increased difficulties
c) were found to have increasing difficulty
d) had been found to have increased difficulties

The difficulties are already more than normal (increased) and not continuously increasing. Eliminate:
e) have been found to have increasing difficulties

Ans B
b) have been found to have increased difficulty
