I dont think rule #2 is valid, because I did attend their information session and the presenter clearly said the professors dont have time to reply to all e-mails. So its not needed to contact professors. If your profile is strong then you will get selected.
I know its a hard work finding the universities with full funding, but if you start putting 1-2 hours every day you will find them. You can start from mba.com there you have the option to sort your schools which offer phd and funding. Even youtube has top 100 universities etc so you can watch them and then visit their website and see if its funded.
I am also in the same boat, but as of now I am targeting top schools and want to concentrate on my GMAT first, after having a good score I can think about programs. Because I spent too much time on all these before taking GMAT and my GMAT Score was not great. So spending all time for GMAT first.
Yes if you already have some research exp, if you are confident GMAT score should not be a factor for you then you can start shortlisting and applying.
again any university which is offering full funding has lot of competition.

- Never ask anyone to select universities for PhD

Moreover, you could you find a Phd searching a school that fits your criteria (if you already know some info)
OR the brute force way (very effective): open the PhD page enrollment of each school you think have a good program of interest for you (i.e. having an huge area of expertise in that field: for instance, University of Maryland is strong in strategic management but through quantitative reasearch so is unuseful to apply there if you want to do
qualitative research ) THEN see the faculty and notice in his/her profile they have the interest you are looking for as research.
You also can see if that professor have done a pubblication (or more) in your field of interest.
In this way you can narrow your Universities list to 4 or five schools. The rest would be a waste of time and money.
