Who is seeking to spur science education? Its the National Science Foundation.

D's 'is to spend' is awkward

Well the first question came in my mind is 'who is seeking to spur science education?'
Its 'National Science Foundation'
So ''National Science Foundation' should modify the clause 'Seeking to spur science education' as closely as possible.
Only D and E give this option.
In D 'is to' and 'for promoting' are making it little wordy.
E is concise and clear.

So its E.
