A it is...

first put all the elements in the set in order...

-4 0 1 x 17

i) says X is greater than 1, so it will be put on the right of 1, if you look at the median, it will be 1.

II) says x is less than 2, which means if X is say -2, it will to left of 1, making 0 the median....therefore insufficient

Statement 1 says that x is greater than 1. It could be 2 or could be 20.

So we don't know whether S = { -4, 0, 1, x, 17 }

or S = { -4, 0, 1, 17, x }

and hence we cannot find the median. The statement is not sufficient.

Eliminate answer choices A and D.

Statement 2 says that x is less than 2. It could be -1 or -6. Again we cannot determine the median. Statement 2 is also insufficient and we can eliminate choice B.

Looking at both the statments together, we can be sure that

S = { -4, 0, 1, x, 17 }. The median is 1 and both the statements together are sufficient to answer the question.

The answer is C.

(A) it is.
No matter what x is, as long as it is > 1, it will always come after 1 which means out of 5 numbers, 1 will be the middle number (median)

II if x < 2 the median could be x, 1, or 0 depending on your value of x
