Well only past tense is the logic for C but i am not convinced till yet about why not B?

I guess C overrides B only cos it uses "it was" and not "it is"

they could refer to both the retail chains and one fourth of stores, thats my take

I meant either to retail chains or to one fourth of the stores

Question doesn't look correct,
possibilities: announced was doesn't make seance to me

This sentence looks very weird, but C is the best answer choice
