i still feel it requires a "that" to introduce a clause ( a subject and a verb)
without "that" it should be something like this.
announced the closure of (it was closing up to) one fourth of its stores
because of poor sales.

The only reason I prefer C is because it uses "because of" instead of "since". When you are giving a reason, "because of" is preferable to "since". "Since" normally refers to passage of time. Option A uses since.

Here's my take- IMO--C.
A- since is useless here,
B- present tense?? why whole discussion is the past tense, how closing could be done in the present tense.
C- Correct.
D- announced to be closing.. are they closing and announcing together.
E- not make senses.

it has started closing, it will start closing might have been correct. But it was?

C for me. Even though that is required, the other choices are worse than C. D, announce to is unidiomatic. B, past tense is needed. E is awkward

I got straight C, B is wrong because, "which accounted for poor sales" modifies "stores", the noun that is just before which and preceded by , (but the intent was to actually modify "up to one-fourth of the stores not just stores") in C, "announced it was" - all in past tense - correct

Could anybody clarify why a "that" after announced is not needed? And also, whats wrong with D? Thanks.
